Leadership Hiring Update 3/16/2023

In my presentations about the IT organization structure I’ve had a role called IT Chief of Staff that I had listed as “To Be Posted” or “TBD”. After discussing with my leadership team I’ve decided to move ahead to post the role for internal candidates only and for a period of 2 weeks. It does anticipate the further centralization of certain roles within IT and will be the landing spot for similar roles that are centralized from departmental IT teams. The job description for the IT Chief of Staff makes it evident that we will be restructuring the reporting of certain teams including:

Administrative functions (across all teams)
- Ensure departmental and staff IAP goals are set and tracked on time
- Ensure HR process, policies and procedures are performed appropriately such as salary administration, hiring and performance appraisal administration
- Oversees space efficiency, environmental friendliness, long-range planning, coordination and performance to include space planning and general maintenance.
- Leadership and development of the central IT administrative team
- IT DEIAR program development (no staff moving but program consolidated across IT teams with COS sponsorship)

Communications team members (across all teams)
- Delivery of cohesive, consistent, and timely communication flows to all IT leadership, as directed by AVC/SVP IT
- Delivery of the IT communication plan, content, and output, externally to the broader UCSF community. The IT communication plan will include creation of a ‘source of truth’ system in order to memorialize agreements and communications.
- Leadership and development of the IT Communications team

Strategic IT portfolio management (for all IT)
- IT Strategic Plan Facilitation - the CoS will work with IT operational leaders to facilitate delivery of their respective five-year plans and to harmonize the planning across the three IT mission zones for the delivery of one cohesive IT plan.
- IT Service Management Program Alignment - the CoS will collaborate with IT operations leaders to manage and harmonize actions around service performance measurement, improvement efforts, reporting, and communications. IT Service Management functions / processes will remain as is. This is primarily an alignment and facilitation role for the CoS.
- Design & development of IT portfolio reporting (health and campus) - the CoS will collaborate with the AVC/SVP to design an IT scorecard for performance measurement across all IT mission areas (i.e. alignment of IT resources to mission priorities, run-grow-transform ratios, cost/value measurements, etc.)
- Development of IT PMO strategic plan – the CoS will lead the development of the IT PMO strategy in support of new IT governance and IT delivery models. Plan goals include improvements in PMO standardization across teams, improvements in business process and collaboration and the establishment of project management center of excellence function.

Leadership Hiring Update 1/20/2023

Mark Rauschuber, Chief Information Officer (CIO) of UCSF Health. Mark joined UCSF IT on December 29 and reports directly to Joe Bengfort. In his role, he is responsible for the design, development, release and maintenance of technology systems and services that are unique to the health system and is responsible for close collaboration with the Associate CIOs of Research and Education. He will lead medical and nursing informatics services along with all aspects of UCSF Health information systems strategy, optimization, and management.

Mark joins us from UT Southwestern Medical Center, Dallas where he was Associate Vice President and Chief Information Officer, Health System. He developed and executed an IT strategic plan to support the Medical Center’s goals. Mark is an experienced healthcare executive who moved IT departments to a new service model to support the medical center’s previously unprecedented geographic growth, which changed the way in which IT services were traditionally delivered.

Mark achieved the HIMSS Enterprise Davies Award Recognition, 2017, Health Care’s Most-Wired Recognition, 2015 – 2021, as well as Level 9 Certification Quality Award for both the Hospital and Ambulatory settings. He was the recipient of the Health Care Informatics Innovator of the Year Award in 2016, which was contributed to his department’s work in the approach and execution of creating patient registries across many subspecialty clinics using the principles of agile methodology and a multi-faceted operational team.

He earned a master’s degree in Health Administration from the University of Missouri, Columbia and a BBA in Management Information Systems, Southern Methodist University, Dallas, Texas.

Leadership Hiring Update 11/8/2022

After a national search, we have completed the recruitment of two key leadership positions:

Garima Srivastava, VP and Associate CIO Enterprise Systems, will join UCSF IT Dec 5, 2022 and report directly to Joe Bengfort. In her role, she will lead the enterprise systems organization supporting UCSF’s ERP systems (i.e. HR and Finance platform), web services, marketing technology stack, development / software engineering, document imaging and related cloud-based software. Garima will ensure our enterprise application capabilities, processes and people are aligned with the long-term strategic priorities across UCSF’s research, education, and care missions.

Garima joins us from Lucile Packard Children’s Hospital and Stanford Children’s Health where she was an Executive Director and led large-scale changes in HR and financial applications as well as web applications. She is an experienced healthcare executive with expertise in integrated business and web systems, information technology planning and implementation, as well as process and cost improvement. Because of her strong technology background coupled with her business knowledge, Garima has been a key contributor for digital transformation in enterprise operations.

Prior to joining Stanford Children's, Garima was a senior leader at the SLAC National Laboratory responsible for its business and analytics systems. She also worked at PeopleSoft as a Senior Engineer in its early days and was involved in the design of its products.

Garima has a master’s degree in Computer Science, is a certified Stanford executive and CHCIO (College of Healthcare Information Management Executives, CIO). Additionally, she received a Digital Transformation Certification from the University of California Berkeley Executive Education and is a Key Speaker and Panelist of the Women in Technology International Group.

Garima has actively contributed to numerous professional and community organizations during her career, most recently serving as a president of RANA (Rajasthan Association of North America) for the Indian American Bay Area community
Susan Tincher, VP of Infrastructure, will join UCSF IT Dec 5, 2022 and report directly to Joe Bengfort. In her role, she will be responsible for all UCSF IT Infrastructure technologies and services and for transforming our IT infrastructure capabilities to meet the burgeoning needs of UCSF’s research, education, and patient care missions.

Susan joins us from the University of Southern California (USC) where she was the Associate Chief Information Officer for Infrastructure Services responsible for leading the IT infrastructure services team in establishing and achieving operational and service targets and leading business and infrastructure program transformation. Her teams also spearheaded the university’s digital campus strategy including USC’s cloud-based voice solution, hyperconverged infrastructure, and advance service analytics. Susan brings great experience in leveraging cloud-based solutions that enable self-service, on-demand secure cloud-service options supporting academic, research, and clinical care operations.

Prior to joining USC, Susan served as the Director for Information Technology Operations at the RAND Corporation, Cheesecake Factory, and twenty-two years as an officer in the United States Marine Corps. She also served as a US diplomat at the American Embassies in Lomé, Togo and Vilnius, Lithuania.

Susan holds a Bachelor of Science degree in Management Information Systems from Park University and a Master of Business Administration degree in Information Systems from Hawaii Pacific University. She also graduated from the Carnegie Mellon University CIO program and Harvard University’s Business Analytics program.

Important Leadership Announcement 9/26/2022

As we undertake the next chapter in our evolution as a team, we wanted to share several announcements related to upcoming changes in the senior leadership structure of Clinical Systems.

After more than seven years in the role, Heidi Collins will be stepping down as VP of Clinical Systems, effective October 3rd. She and the team have accomplished many significant milestones that have transformed UCSF from a Medical Center to a multi-campus health system with a robust affiliates program. These have included almost doubling the size of the CS team, expanding our enterprise reach beyond Epic, and bringing Oakland and Marin onto our common platform, amongst many, many other achievements. Heidi will begin a new role as VP of Operations for Health IT Services. She will report to the new Health CIO once hired, and directly to Joe Bengfort in the interim. In this role, she will oversee development of the 5 Year Technology Roadmap, Investment Plan, and Health IT Portfolio, and developing the governance structures to support these. Joe Bengfort will also lead the departmental IT consolidation, and partner closely with Campus IT on the deployment of role-based teams and the new IT Operating Model, with associated people development and change management programs. Heidi will continue to manage operating and capital budgets for Health IT. This change will allow her to pare down some of her scope and put more focus on developing the necessary foundation and structures to make Health IT successful over the next decade.

After a national search, Alissa Porter will be our next Clinical Applications Director, replacing Lori Ridley. This change will be effective on October 3rd. We interviewed a diverse pool of candidates from around the country (and internationally!) Alissa has been a member of the CS Team since its inception, first as a trainer and then taking over as Training leader shortly after enterprise go-live. Prior to that, she was a Program Manager at UCSF and UC Davis, and has a breadth of knowledge on the entire clinical space. Tania Walker has agreed to serve as Interim Director for Clinical Systems Training. Alissa and Tania will work closely the month of October to ensure a smooth transition plan.

Andrew Maruoka has also accepted a new role as Director, Salesforce and Health Application Solutions, effective October 3rd. Andrew has been an integral member of the Clinical Systems team since its inception 12 years ago. Prior to that, he was a nurse leader in the UCSF Emergency Department. Andrew has already been leading the build out of these two areas and his deep technical expertise is a major asset as we develop these new capabilities. With the formalization of this role, he will be handing off his Clinical Documentation responsibilities to Alissa but will continue to interface with the Clinical Applications team in a different capacity.

Alissa Porter and Brian Schroeder will be taking over day-to-day responsibility for Clinical Systems until the new Health CIO starts, likely towards the end of this calendar year (see details on reporting relationships below). Alissa will manage Clinical Applications, Training, and Environments Management. Brian will cover Business Applications and Community Affiliates, in addition to his existing teams. They will report to Joe Bengfort and Heidi will continue to be available to them during the transition phase.

Sana Sweis will report directly to Ki Lai, Chief Data Officer, with a dotted line to Russ Cucina and Health Informatics, to ensure enterprise focus and ongoing alignment with the health system. She will continue her dyad partnership with Sara Murray and provide leadership for the EHR analytics portfolio and business intelligence staff embedded within the application teams. Ellen Wuennenberg, Mary Beth Saddoris, and Jonathan Meyers will partner with Heidi in her new role.

Reestablishing Health IT Governance - August 2022

The first session of the new executive level IT governance is planned for August. Once the structure and membership is defined, this group will initially focus on the 5-year IT Roadmap and investment plan. Planned members include Health System Executives, Chairs, key clinical and functional leaders.
